Are you looking for a pokemon pair that is useful in double battles? Vaporeon and Kingdra can be a good candidate for the job. Vaporeon has very high HP and pretty good special attack. Its defenses are average, but its speed is somewhat slow. Kingdra can have incredible speed in the rain and has well rounded stats.
Vaporeon is useful in double battles because it can learn the powerful move Helping Hand. This move only works in double battles and doubles the power of your teammates move. This can make certain pokemon get OHKOs on almost anything that stands in their way. It is most effective with Rain Dance teams because it has the ability Water Absorb. This ability makes any water attack heal it instead of damage it. Combined with Rain Dance and Hleping hand and you can heal 25% or more of your life if your partner pokemon used Surf.

Rain Dance is to turn the weather into a benefit. This raises Surf's power to an eye-popping 190 and it hits all pokemon but the user. Shadow Ball is for dealing with Shedinja since most rain dance teams run short on pokemon that can hurt it.
Vaporeon can also be set up to have haze in double battles when partnered with a dragon type pokemon like Kingdra. By having this move, you are able to use Draco Meteor every turn without drawback.

Vaporeon works best with water pokemon that have high special attack and speed. This includes pokemon that have the Swift Swim ability. One such pokemon is Kingdra. As a Water/Dragon type it is only weak against dragon type attacks. Since you have Swift Swim, you will be able to outrun these pokemon. If you have your Vaporeon use Helping Hand, you should be able to one shot those dragons unless they have a focus sash.
Kingdra doesn't get the largest movepool, but it can use its moves just as well as those with big movepools. Kingdra has well rounded stats and can be used as either a physical or special sweeper. The physical set is best used in singles. The special set works great in either and is the easier set to use to its full potential. It also has the potential for a mixed set.

Dragon Dance is a good way to power up. You could substitute it for Protect if you want invulnerability while setting up rain dance. Endure guarantees you survive the attack leaving you with one hp. This will activate Salac or Liechi Berry. Follow up with a max power Flail to ohko a lot of pokemon. It works especially well after a Dragon Dance.

It can also be used against dragon type pokemon. Dragon Pulse is mainly used for against dragon type pokemon or when your opponents resist water type attacks. With stab, its power is 112. Protect is if you want rain in effect before starting to damage your opponents. This is useful if you think they can outrun you. Draco Meteor is just a viciously strong attack. Its power is 140 without stab. When you equip a Life orb, it really increases the damage output of it. You must be careful of using Draco Meteor though since it severely lowers your special attack. If you have your Vaporeon with Haze though, you can use it every turn without worry.

It has the Endure + Flail cobination to further increase its offense. Endure can be used to force the berries to activate and pump up Kingdra's stats. If you equiped it with a Focus Sash, then Ice Beam is a better choice than Endure since you aren't going to raise Kingdra's hp or defenses.
